As Taiwan’s democracy has been established and gradually consolidated, public managers have faced a totally different political environment. Unlike bureaucrats under authoritarian regime, public managers nowadays have to focus on “political” aspect as well as “management” in their daily operations. That is, they have to cultivate skills to cope with cross-boundary issues and maintain appropriate relation with political appointees, mass media, activists, and the mass public. Through discussions on selected readings and case studies, this course aims to equip students with political skills to deal with above-mentioned issues. To fulfill the requirement of this course, students are requested to conduct a case study on topics concerning political management, to make an oral presentation in the class, and to write weekly comments on assigned readings. |
